Seems to me like you are making assumptions. Did you look at the code? Did you read his post?
It looks like he is making some sort of whitelist program that prevents unauthorized programs from being executed on a computer. Things like this are used on kiosk and library computers all the time and I doubt it's violating any part of the AUP.

Well, no offense to StriderH2, but there's not much relevant code there, not much code period. So unless you feel that anything containing Process.Kill() should be banned...
I'm sure I could find some way to bend printf("hello world"); to do evil, even if it's to simply call people names.
