I believe you should create a full screen semitransparent (layered) and mouse-transparent window and make your app window be the window child.

but is there a way in which i can do it without creating a semitransparent (layered) and mouse-transparent window because my requirement demands it.

If your requirements directly instruct you to not create, may be it will give you a hint how to do what is demanded? And sorry, I don't know the way.

I don't think anyone specifically asked you not to do that. I think you don't understand the requirement.
