[RESOLVED] My home-made intellisense isn't pretty

I have been trying to implement an 'intellisense-like' system into several of my programs. After almost a year of asking alot of questions and surveying alot of code, I came up with a reasonably simple system that works, but there are a couple of annoying problems that I cannot seem to solve. I would like my tool tips to look like those in Visual Studio, but mine are too small and blink periodically.

I believe that the blinking is related to how my OnMouseHover is set up, but cannot figure out how to fix it.

I have removed the attachment. I no longer have hope that anyone will respond to this post. I guess I'll just work it out myself.
