Can't find Access 2003 custom toolbars in Access 2010

I have an Access 2003 application that contains custom menus and toolbars. I now need to edit those menus and toolbars in Access 2010. However I can't find them in Access 2010.

    According to MS Access help:
"if you created any custom toolbars or menu bars, they appear in the Add-Ins tab as one or more groups. Each group uses the name originally assigned to the custom toolbar or menu bar.
Note If the Add-Ins tab is not visible, Click the File tab, click Options, and then click Customize Ribbon. From the Customize the Ribbon area, make sure that the Add-Ins option is selected."

The Add-Ins tab is not visible on my Access 2010 ribbon and when I click the File tab, Options and then on the Customize Ribbon, the Add-Ins Tab is already selected.
    Any insight would be appreciated.
