Hello developers, I'm not a programer nor a developer, I do work in IT on the networking side of things. Have a great idea for non-for profits that i'm planning of hiring out to developer for hire sites.

My question for this forum is in order to source out developer, I have to know what language to use.

The idea, in general terms basically needs among other things an agent installed locally on the Windows OS gathering metrics, things such as total time user logged on, which apps used, how long, which websites most visited that is just a few of the things. The agent should send the information up to a web server database and displayed in a console like portal, with reporting features and graphs.

In future would like to be able to expand to include iOS devices.

What do you experts think would be the better language to base this development on?
