Windows that has the lowest Z-order so that all objects are above it?

I am looking into something like a Owned window, which is owned by the Desktop

HWND owner_hwnd = GetDesktopWindow();
CreateWindow(L"ABC", L"ABC", WS_POPUP , ...., owner_hwnd, ...);

Sorry, I can't remember exactly all the parameters,
But is this the way to create a owned window, (by specifying only the owner hwnd)?

A handle to the parent or owner window of the window being created. To create a child window or an owned window, supply a valid window handle.
