Detecting if a COM exe (out of proc) is alive and auto resart if dead?

Hi folks, we have a out of proc COM exe that is used by all Office applications and more, we want to detect in these callers, if the exe is running (crash situation) and automatically start the exe if it is dead.

There are some Windows APIs available for these purposes. A solution to this problem could be to monitor a certain file with the help of running process enumeration APIs and launch them again if they're terminated with the help of CreateProcess() maybe. But there might be some security issues arising while dealing with a skilled computer user who keeps exploring the running programs. Guess, this could be done by giving a high privilege level to the process and deny terminating it from the task manager.
