first program NEED HELP, Looking for programmer!

Im looking to recruit someone to help create a program that is interactive.
    The purpose:
to take a users input and send it to a piece of equipment with the updated information.

my vision is a few interactive drop down menus that the user may select their choices on a few different menu screens.
for each area on the equipment there will be a different screen.

if there is interest and if anyone had ideas or if there is a specific language that would work best for this let me know.

I think you would have more success finding someone when you ask on specific sites to look for freelancers, https://www.freelancer.com/ is one of them.

All advice is offered in good faith only. All my code is tested (unless stated explicitly otherwise) with the latest version of Microsoft Visual Studio (using the supported features of the latest standard) and is offered as examples only - not as production quality. I cannot offer advice regarding any other c/c++ compiler/IDE or incompatibilities with VS.
