How to get the word under mouse pointer?

I want to develop private dictionary program.

The main feature of the program should be automatic word recgonition under mouse point.

That is.. When I move the mouse over the word what I want to know, the program recgonizes the word under mouse pointer and displays the meaning of word from it's database.

So.. What I want to know is how to get the text under mouse pointer at anywhere on the screen(including Internet Explorer, notepad, any program...)

I've find a few informations about this feature.

All of these information say that I have to use global hook and more advance program should hook the output of GDI text drawing routine.

If anyone know about this text capturing method, please let me know.
