I guess the first thing I need to know is what is the API to deal with this, if there is such an API?

What I need to do is use HTTPS to grab a file from a web server. I have been looking for a while, but I do not know where to begin with this stuff. Ideally it would work on Windows XP as well as the latest Windows 7.
