It works. I do not know why adding the block will fix this issue. Any more descriptions please? :-)

Assuming your thread has started and called:

_Server.Start();

Check to see if it's listening before calling Stop

public void Stop(bool isTerminate)
{
  if( _Server.IsListening )
  {
    _Server.Stop();
  }  
}
