Who is BoardTracker and how come they keep viewing my profile over and over again? But never post anything. Is it a spam bot?

Delete the toolbar, and forget it as a search engine. Sounds more like a virus to me. Run a scan

I do not use the service myself, so I have no idea what toolbar you are talking about, but the service seems legitimate to me. The company apparently does approach message board administrators concerning the service, though I am not clear if it is to request permission, or merely an invitation to participate in some more advanced aspect of the service.

I have no idea what toolbar you are talking about but if codeguru has a virus they better get it fixed, I'm not coming back here until they do. Seems weird about BoardTracker.

BoardTracker is not a virus, nor a spambot. 
It scans many a forum, and checks for new theads & members, and basically adds those to its site. That causes more guests to visit CG, and possibly more new members.
