Is there any method to programmatically create client-side rules for stand-alone Outlook (i.e. one working without Exchange Server, just for pop3/imap mailing)?

Maybe its rules file format is documented somehow?
Or is there an automation object?
Didn't find anything related except IRule, which seems to work only with Exchange Server.
