Is there a trick to writing a winsock app for both Win9X & NT?

When I compile a network app on my W2K machine it will not work on Win9X machines, unless I compile it on a Win9X machine. Now I noticed while trying to install it on a NT 4.0 machine, I get a WS2_32.dll is in use, and the app will not run.
