Question HTML Help for Visual C++

Want to make a HTML based help file for a program. What needs to be done? Can I use Frontpage to design the html?
Your help & advice will be appreciated.

I have used Frontpage 2000 for a large HTML Help project and actually - I would not do it again.
    This has two reasons:
    - Frontpage adds "nasty" code to the HTML-Code which lateron had to be filtered by an external script.
    - Frontpage is incompatible with our version control system CVS

When the project got bigger, Frontpage caused more difficulties than it solved, especially links were nasty to track.

When we decided, to use some of the the Help Pages during installation and for the Online Tutorial, I was completely lost with my Frontpage code. Everything had to be kept twice and work was doubled instead of reduced.

What nasty code? The latest version of frontpage almost doesn't add any frontpage specific code to the html's and it has a built-in feature to remove all frontpage code if there is such code.
