Total newbie here...Please help

I want to create an extranet program that will allow users to upload jpegs and post under each jpeg. Each upload will automatically create a discuession board for that jpeg. Any recommendations as far as the program to use? I'm probably going to hire a developer to create this (less than 5K budget for the whole thing)....What programming languages or programs should this developer use?The "workspaces" also have to be secure.
