Is There A Developer Utility For VBasic?

Hello everyone. I am brand new to Visual Basic. I was wondering if there is a software package available that is similar to MS FrontPage (but for Visual Basic), where its a point+click development tool, doing all the nitty-gritty code for you? I figure it'd be the best way to learn. If something is available, what is its name, who makes it, and where can I buy it?

    Thank you,

    Bill Garrett

I always thought Visual Basic would be one of the easiest ways to program. I don't know such a tool. In my opinion, the best way to learn a programming language is to read a good book about it.
By the way, I think there's currently a "point+click" development tool in development, but I don't remember the name.
