capture image on internet

hi, i new here. I write a program that just do socket connection, i need to implement a code that able to capture image on the internet and send it through TCP port. I have problem on this image capturing, can anyone give me some ideas or teach me how to start it?? thx. I using visual C++ 6.0 application.

I using webcam through internet connection. The webpage will display video. I need to capture the image from the video after a snapshot is clicked. So i need to write a program that able to capture this picture and send through the socket to my system.
