Connect Web page and Mobile

Hi.

When a user visits some xyz page from his/her mobile phone, the phone has to send some information to the xyz page (just like an IP address is sent from a computer). Do you know of any language or anything I can use to request such information? Information such as phone number, or the IMEI ID?

I do most work in PHP, but I doubt PHP is capable of requesting such data.

If a webbrowser sends such information to a webserver, I will consider it seriously broken (as in privacy risk), unless this was specifically allowed by the user.
