Since the express version of VB.NET 2008 does not include a good packager, I am looking for a good .NET installer packager (an installer creator).
It needs to install the .NET 3.5 framework from a local file, libraries dependencies, and extra and config files.
Free software is better.

Somebody here has experienced a packager to recommend?
