Good Afternoon

Can somebodey please explain to me why Internet Explorer starts up and connects to the Internet as soon as I boot my computer.

I have looked at every control panel but cannot see where this behaviour is coming from.

The comm. package we are developing needs this behaviour turned off.

Can someone please suggest some action to be taken here.
