[Q] How to find the process that initiated a network port?

I want to block a network port whose usage is not well known. Some network ports are used by PC hacking agents that try to break my system down or spy my data from my hard disk.
How can I find programmatically the processes that initiated some network ports? How can I kill unnecessary processes?
