Of course it is possible to send text files through the phone lines, what do you think modems are for?

Use the MS Winsock control. Plenty fo examples on the internet.

We simply do not have enough information.
If he is coing peer-peer (direct dial connection) there are other options including Windows Shares.
There are also the good old standby's of Kermiot, Z-Modem, and all the rest.

if u r using windows '98 then use dial-in server to connect to the modem of the another computer by giving phone no only. this dial-in server is available in dial-up networking.
if u r using win2k , xp then u can make connection using connection wizard, which will set all the required things once u give the phone no.
then that machine u can access in your network neighbourhood or network places by entering that machine name in the address bar of the explorer.
