VB .net is a part of .NET technology. You can download .NET from Microsoft Site (http://www.microsoft.com/downloads/). This includes the command line compiler which you can use to compile your source code. however if you want to do some serious development consider using Visual Studio .NET which is a IDE that helps you to write .NET Code.
