I would like to know how to add a animated splash screen
Also which is the best tool available for making an animated splash screen

You can use Microsoft Internet Control to animate gif files and to make gif files there is a lot of programs, many have demos so just search for "gif creator" or something. Animation Shop 2 is part of Paint Shop Pro 5 & 6, now it's also a stand alone...check it out. (www.jasc.com)
