Independant contracting

I would like advice on how to go about setting up for and getting side work.
I have done this in the past and am currently working on a side job. The problem with the current side job and other side jobs I have done are that they are geared towards software completion and commision from sales.
The first side job I had was creating a system for a Dominos Pizza. Dominos found out about it and before I completed it they added required features and an unreasonable target date.
My current side job is going well but, it is not steady, the specs are unclear and sales are definitely far in the future.
I would like to get setup with the type of work where you are paid on an hourly basis. I worked as a consultant for McAfee in their QA department. Every 2 weeks submit a bill and get paid.
Does anyone have any advice on where and how to get started?

Since I have a full time job, I would prefer if this was mostly from home.

Does anyone currently do this?

I would advise that you setup a company (for tax and liability reasons), establish a hourly rate and use net 15 or net30 as a policy. You might want to visit your local Small Business Administration, they will give you free advice on setting up a business in your area.
I'd be glad to barter business advice for programming services ;-)

Thanks for replying.

I had previously established a hardware selling business but, the competition is fierce but, I do have a lawyer, an accountant and my wife is a great bookeeper.

Where I need help is in where and how to advertise my services.

I can certainly can make a web page but, I was curious to get some examples of that and then I need to know about fees.

Can you give me more details on how the bartering would work?
