Seriously, it will be easier to replace the keyboard.
However, your research is on point. Since you intend to filter the keyboard system wide, you must install an OS hook, as the sample you posted in the linked thread, but the details are beyond the scope of this post.
That sample may simply require an Microsoft compiler for it to compile as is, I don't know. You'll need to learn about Borland's means to build a simple application which can properly call SetWindowsHookEx, and provide a filter function.
Or you could download the free Express edition of Microsoft's compiler and try that, too.
You have the general idea. The notion of putting this in an application is odd, it may be more fitting to build it as a service, but that's not critical for the goal you've indicated (a personal project).
If not a new keyboard, you might find it easier to pull the screws and remove the switch on that key.
