you would need 2 licenses. the only way to do that is to create two partitions on one drive, and use a partition manager (windows 7) to switch
or, use windows 7, and XP Mode to dual boot to ANY other os
or, just use TWO hard drives, and switch in BIOS

I highly suggest using two hard drives for a dual boot system, there is nothing to change in the BIOS with that as once you install Win7 on the second hard drive you will be prompted at each start up wth which OS to load, inthe instance of XP being the other OS you will be prompted with "Windows 7" or "earlier version of windows" the default will be Windows 7
