Queries all explorer windows and get the address of the folders

I'm trying to do a program, that can show the current paths of the folders currently being displayed in Explorer windows.

So my program must queries all explorer windows and get the address of the folders navigated by user.

How can I do it?

Let's say your purpose is not a malicious one and you are an administrator.
That case, Windows gives mechanisms to protect sensitive folders as well as making audit on other ones.
An admin has to know that.

All this sounds to me like a spyware.
