luffy the rubber boy is 100m beli, nico was I think blackmailed by a new group(forgot the name), they are using her to kill the water 7 mayor to get the master blueprint for shipbuilding. Nico's reason is not yet explained why, but the gang are out to catch her,when they found out the nico was the one who attempted to kill the mayor. So everything is still in chaos.
up to now, only nico,zorro and luffy have bountys. Sanji and the other have none.
Oh and usopp got into a fight with luffy, because or going-merry(the ship) and usopp left the gang, he got the ship to himself
