When I say this, I mean deleting ALL partitions when setting up the OS (namely Windows).
Be real carefull here. Most computers come with the OEM version of Windows, and that is [bNEVER (legally) re-distributible.[/b]
You decide to sell your computer and it came with "Factory Installed Windows", then you must
1) sell it with a blank Harddrive and help your cursomer install it
2) Become a legal Microsoft OEM (costly and lengthly) then pay the appropriate royalities
AFAIK: If you Buy a new FULL Install and install a unique copy then Sell it, they are not agressively persuing.. Just be sure to give the customer the box the Full Version came in
IANAL: But I had 21 years experience doing exactly this. :D

Most enterprises lack adequate PC disposal policies and give away critical data when they discard old PCs, especially when proper file deletion procedures aren't followed. Most government agencies now stipulate that hard drives must be thoroughly cleansed before they are disposed.
Every major corp (security conciense) I know, is now physically destroying old had drives (sledge hammer by IT), then sending the drive out for grinding and burning.
