I'm making generalities, but yes, I think it is safe that most companies expect to see a level of dedication and stability. They want to know you are going to be working towards getting things done that need to be done. It is my opinion that there will almost always be lingering doubts that this is the case if you are a full time employee and not "in the office". Of course, I'm a telecommuter, so this might be a tainted perception.
Should employees expect the same dedication from a company? Nope.

I think that knowing that a person can do a job is the highest priority for most companies. Knowing that can do it in a reasonble time frame would also be important. Having said that, I thnk there are a lot of intangibles that get considered even if they shouldn't be. One is how reliable the person is. Being able to do something, and actually taking the time to do it are two different things. I know a guy that is fantastic and can do virtually anything. The problem is, he is easily distracted doing other things. You could hire him and he could show you that he could do it. The issue is that distractions would likely prevent him from ever actually completing anything....

Some are. Some are not more punctual. Most have to work a given set of hours, although more and more flexibility is being allowed as time goes on. Different companies are different.
