I'm sorry to inform you that you're wrong. A programming language is a formal definition of an abstract computer. This abstract computer doesn't even have to exist in the form of real software and hardware. It's fully possible to introduce the concept of concurrency in a language, and it's done all the time, without even the slightest part of a OS in sight.
