The whole Bush family was behind this fiasco, and by definition it was a conspiracy. There are clear factors pointing to a brainless president of the United States, but it is no guarantee. It is clear, however, that Georgie didn't rise to the highest office under his own power. With his language skills he could have failed out of a high school English class. And so on, but that's not the point.
He has no brain of his own. Rather, it is one supplied by his subordinates and empowered by his near-equals. He is the middle-man and the face, and little else. If you don't understand all this, that is fine, it will make sense to you in due time.
George W Bush therefore is, again by definition, a Texan. That's right, he was born in Texas.
