If you haven't already got VB6 to install, then you'll need to buy a legal second hand version as new versions are no longer produced. There's some available on the internet from a well known site for about 220 (search visual basic 6). Note that free downloads are not legal and may well contain malware. Also note that the Learning Edition was distributed free with some books (also available second hand), but this is a cut-down version of the full VB6 with limitations as to its use.

If you're not already using VB6, why do you want this as VB6 is no longer produced or supported by Microsoft? Why not use which is part of Visual Studio and is free if you satisfy the criteria for the Community version.
All advice is offered in good faith only. All my code is tested (unless stated explicitly otherwise) with the latest version of Microsoft Visual Studio (using the supported features of the latest standard) and is offered as examples only - not as production quality. I cannot offer advice regarding any other c/c++ compiler/IDE or incompatibilities with VS. As far as I know the only place you can legally download it from is Microsoft and in order to do so you must be a MSDN subscriber. The only other legal option is to buy it on CD, if you can find it.
