Drag Drop in a pictute

Hi for all , i search all this forum , but not found a answer for my question
I want to drag and drop a picture box inside a another picture box , i sent a jpeg to you best understanding.
I found on forum only about drag files to dialog .

if i cant do this , what object can i use fot his ? I tried a button but with no sucess.
Please , i trying to do a circuit box with 8 stages for a eletrical program.
