Is it possible to create keylogger?
Is it possible to create a keylogger in C#.NET?
If yes, please send me link to a tutorial to create a small keylogger.

You are not allowed to discuss such things on this forum. Read the AUP at the bottom of every page!

Why am I not allowed to ask a question like that?
It's for education purposes and to be used within my home.

Obviously you did not bother to read the AUP (Authorized Use Policy) as suggested.
To put it simply, it does not matter what you want to use it for. What does matter is how the information could be used by some other person who reads the post at any time in the future.
If the "technology" can potentially be used for immoral or illegal purposes (again, completely regardless of YOUR stated intent), then it is a violation to post such information.

In theory, there is no difference between theory and practice; in practice there is.

Possible? Yes, will you be told how to do it? Most likely not.
Instead think of some practical uses, like a game (a typing game or something) that needs to be able to capture keypresses, to compare them to the text the person is suppose to type. Certainly creating a keylogger is possible, otherwise keyloggers wouldnt exist, the key to finding out how is being smart about how you ask the question, and using google.....if you really want to learn something like this for educational purposes, it wont be very hard to find.

That is a different behavior and not called a keylogger. It is really simple to catch a keypressed event inside of an application and to handle it. It is a serious procedure.
A keylogger means a program that catch all pressed keys independant from what application it comes on one system. And this can be a harmful behavior for the computer user and therefore it will not be discussed on this forum.
