If you write a user control using Swing (as has been suggested) you can use it in any Java application with a Swing based GUI. Your user control will work as an extension of Swing.
As long as you stick with the Java standard library, like Swing, your user control will be as stand alone as can be. Any piece of code written in Java making use of the standard libraries only enjoys full Java portability and thus the maximum level of "standalone-ness".
