Anyone use itcharter?

I've used vworker many times without a problem. Recently on a potential gig on vworker my potential client pulls a switcharoo on me and says he wants to accept my bid on the project but on itcharter instead of vworker. He says that vworker closed his communication because he gave out his contact info. I've never heard of itcharter and am concerned of using them expecially since I'll have to put a large sum of gurantee money up front. Is itcharter legit to you guys? Have you dealt with them?
