I have a program that shrinks or zooms in on an image. How do i make it so that if someone saves the image as a different size, it will save the image as a different size? Help!

Try this trick:
make a printscreen (you can do this programmatically) of the portion of window containing your picture. Save the clipboard as bmp. You can find examples of both things here in codeguru (search for "save picture" and "printscreen")
