    Building a Web Page ???

    I would like to build a Web Site but don't have a clue about how to go about it. I do need suggestions, tips and maybe sites to check out. I have seen many ads about hosting sites for under $20./month.. and even one that claims no HOST required for $7/mo.
    Where do I start and what tools do I need?
