Is there anyway to get a VB application to assert control over the OS and prevent a user from shutting it down ?

Say for example I had a application doing Process Control and wanted to prevent someone from ....
Ahem.... Looking for Solitaire.... Could I do that in Win '95 ?? Or would it be more easily done from 3.11.

Guess I could pull the mouse/keyboard.. But I'd rather leave it there for diagnostic purposes.
