Recently, whenever I have looked at the 'Who's Online' page I get the same effect. But the split is always at the same user.
I.e. the first page is everyone upto (and including) lfuser.
The second page is lfuser.
The third page is lfuser and everyone after them.

I'd add:

1. The second page is lfuser alone.
2. The count of users on the page 1 is much less (it may be six, seven, nine, ...) than the default "Per Page" which is by me 25.
3. The count of users on the page 3 and above - 25 (the default value)
