I have created a Conversion to Content-Transfer-Encoding Quoted-Printable script in the SourceForge Code Snippet Library. The Quoted-Printable type of Content-Transfer-Encoding is commonly used for email.

If anyone has suggestions for improvement of it or any other comments then I am interested in any of that. I have not tested the script much nor am I certain that I even understand the standard completely.
