The dossier was good, there very likely were war crimes. But ofcourse war crimes are not war crimes if they are committed by the US. Then you get a Nobel prize for it, see Kissinger. If you're Milosevic on the other hand, you get on US insistance a ticket to a tribunal that the US refuses to recognize if it would even remotely dare sue the US.
