Moderators can't ban anyone, they can only suggest it.
If they could ban people, then yes they could ban others with a similar status.

I think they can. I remember reading Brad! saying to ban them straight away, rather than warning. (some old thread)

This question was also in my mind. I guess some of the mods (The serious ones ) do get. But the real answer may never come out. Its a closely held, tight secret.

No because people are excited to have any amount, no matter how small it is, of power over any group of people so they do it for free.

Yep, it's a secret and it will remain one
Get this small utility to do basic syntax highlighting in vBulletin forums (like Codeguru) easily.
Supports C++ and VB out of the box, but can be configured for other languages.
